1. Clerk of Councils was a separate Department till 1891 where it was attached to Governor and Legislature.
2. Stew Cadets from England Clark transferred from Old Audit Office in 1893.
3. Assessors sub-department created.
4. Treasurer appointed 18 January 1891 as a separate Office on $4800 per annum. This duty was previously discharged conjointly with other duties by various officers, from time to time, who received £960 a year for the additional work. Mr. Fraser transferred from the Old Audit Office on a salary of $1440.
5. In 1887 the cost of the staff employed on the Tai Tan Waterworks was charged to extraordinary Public Works; in 1890 it was in the Estimates, as was also a block vote of $12308 "for appointments not yet made."
6. Includes large additions for Water and Drainage Staff.
7. Includes estimated provision for a Staff for Local Delivery Ordinance.
8. The staff for working the Contagious Disease Office was transferred to the Registrar General's Department in 1890 and became chargeable to the Revenue of the Colony, having previously been paid from special fees.
